亞太糧肥中心主任分享40年公職生涯 勉學子終身學習、培養國際觀
農業化學系於上月邀請亞洲太平洋地區糧食與肥料技術中心（Food and Fertilizer Technology Center for the Asian and Pacific Region, FFTC）主任張淑賢進行演講，回顧40年公職生涯，分享參與國際事務、食品衛生檢驗及動植物防疫檢疫與多項專案執行的經驗，並勉勵學生終身學習、培養國際觀，獲得熱烈迴響。
張淑賢以「凡走過必留下足跡，凡努力過必發生影響——公職生涯40年之回顧」為題進行演講，分享她擔任公職的經驗與趣事。張淑賢是一名農業化學與土壤科學家，1976年畢業於台大農化系，1978年再度順利取得碩士學位，並於1992年獲得美國加州大學戴維斯分校土壤科學博士學位，曾任行政院農業委員會農業試驗所技士、助理研究員與副研究員共15年，隨後轉至行政院農業委員會服務25年。
她曾擔任行政院農業委員會農業生物科技園區主任3年又7個月，並曾於2003至2008年擔任臺灣常駐世界貿易組織代表團的農業參事、2008至2013年擔任行政院農業委員會國際處處長、2013至2016年擔任行政院農業委員會動植物防疫檢疫局局長。在行政院農業委員會農業生物科技園區主任任內退休後，旋即被任命為亞太糧肥中心主任，更是台大農化系傑出系友。
演講中，張淑賢回顧她在參與國際事務、多邊和雙邊貿易談判、食品衛生檢驗及動植物防疫檢疫、農藥與動物用藥管理法規、科學園區規劃發展等領域之政策制定、行政管理與專案執行等的豐富經驗，精采內容，獲得熱烈迴響，同時她也勉勵在場同學培養國際觀及英文溝通能力、建立良好人際關係，並養成終生學習的習慣。

Seminar of Dr. Shu-Xian Chang: “A review of 40 years of a public office career”
The Department of Agricultural Chemistry invited Doctor Shu-Xian Chang, the director of the Asian and Pacific Region FFTC(Food and Fertilizer Technology Center) for a speech entitled, “Everyone Who Walks will Leave Footprints- a review of 40 years of a public office career.” on 5th, March, 2021.
Doctor Chang is an agricultural chemistry and soil scientist who obtained her bachelor’s and master’s degree from NTU’s Department of Agricultural Chemistry in 1976 and 1978, and a Ph.D. degree in soil science from the University of California, Davis in 1992. She was an associate technical specialist, Research Assistant and associate research fellow at the Agricultural Research Institute, Council of Agriculture, Executive Yuan for 15 years. She was also employed at the Council of Agriculture, Executive Yuan for 25 years.
Doctor Chang served at the Agricultural Biotechnology Park, Council of Agriculture, Executive Yuan as a director for 3 years and 7 months. She was also an Agricultural Counselor of Taiwan to the World Trade Organization from 2003 to 2008, a director-general of the department of International Affairs, Council of Agriculture of the Executive Yuan from 2008 to 2013 and a director-general of the Bureau of Animal and Plant Health Inspection and Quarantine, Council of Agriculture, Executive Yuan from 2013 to 2016.
After she retired as director-general of the Bureau of Animal and Health Plant Health Inspection and Quarantine, Council of Agriculture, Executive Yuan, she was immediately nominated as the director of the Asian and Pacific Region FFTC (Food and Fertilizer Technology Center), an outstanding alumni of Department of Agricultural Chemistry, NTU
During the speech, Doctor Chang mentioned her experience of participating in international affairs, multilateral and bilateral trade negotiations, food inspection, animal and plant health inspection and quarantine, and policy making about regulation on agriculture and veterinary drugs and the planning of a science-based industrial park. Such an impressive speech brought her a big round of applause. Doctor Chang encouraged the audience to have a habit of life-long learning, to cultivate a global vision, and to build good interpersonal relationships.
